OK since I am the resident "Poolboy", I will chime in on Spa water chemistry.
First off, the treated city water you add to your spa (hot tub) is at the desired or "ideal" chemical levels. There is chlorine in it already, roughly 1-2 ppm. and the ph is at 7.4 which is ok. Already drinkable since it comes from your house plumbing. You would have to maintain, but not exceed these levels, by much in order to use it as drinking water. To do this you would have to filter the water and add chemicals to maintain the correct levels.
Here are a couple of reason you need to add chemicals to your hot tub.
1. HEAT. Heat bakes the chlorine out of the water. Since you keep your hot tub about 100 deg, the chlorine is used and needs to be replaced. The most popular way of replacing the correct amount of chlorine is to use bromide tabs or chlorine granules. By adding these chemicals, you inadvertently raise the ph, so you will have to balance that also.
2. CONTAMINENTS. Enter your... dead skin cells you shed off all day long, sweat, lotions, laundry detergents not fully rinsed from your suits, and other things you don't want to admit happens in your tub. (i.e. urine, jiz among other things)
You could use your hot tub as your own personal "watertower" but here are a few things to consider. You would have to have power to it to keep the water filtered. Most hot tubs have filter cycles programmed in to the software to turn the complete body of water through the filter at least once a day at the lowest filter setting. I would also turn the heat down as far as you could (most hot tubs 60 or 80 deg), and not using it as intended, to prevent as much chem loss as possible, Have a way of rinsing you filters every few weeks, and chems to maintain the proper levels. I think it is feasible to do this and by the way, most spas are only 300-375 gal.
